Block E3, located in Parcel E of the Government Precinct 1, faces one of the four protocol streets into the signature “Oval” area of Putrajaya. Situated adjacent to the auditorium, which is directly connected through an above-ground link from Level 2 of the Block E3 building, the building is designed and built to accommodate office spaces for the government community for the Ministry of Higher Learning. The building has a total built-up gross floor area of approximately 30,000 square meters consisting of seven storeys of office space with two levels of basement car parking for 152 cars. The amenities provided in this building and for the ministry include a day care centre, cafeteria, and prayer room for Muslims.

The external façade of the Block E3 utilizes spray granite cladding accented by aluminum extrusions of vertical fins and stainless steel railings which create a distinct building front along the oval spoke road and the proposed LRT station. The Southern and Western façade features long stretch of windows accompanied by long and distinctive vertical fins meant to provide the sense of heights to the podium.  The Eastern and Northern facades are punctured by multiple single bay windows with vertically expressed false columns again to accentuate the vertical height of the building. The vertical expression is meant to balance out the low profile features introduced by the low podium.
